PDE Andorra 2027: the complete guide to Andorra’s business digitalisation grants

Short answer: the Programa de Digitalització d’Empreses (PDE) is the Government of Andorra’s grant for companies investing in websites, SEO, artificial intelligence, CRM, cybersecurity or cloud. In 2026 it paid up to €6,000 per company from a €500,000 budget and closed on 4 August once the money ran out. The 2027 call has not been announced yet; the last three opened between March and April.

The 30-second summary

  • Who runs it: the Government of Andorra through Andorra Digital, with Andorra Business and the Chamber of Commerce.
  • How much: up to €6,000 (micro), €5,500 (small), €4,000 (medium) and €3,000 (large).
  • What percentage: 30% to 50% for cross-sector solutions and up to 30% for sector-specific ones.
  • Status: 2026 call closed; 2027 awaiting announcement.
  • The catch: funds go first come, first served and run out within months.

What the Business Digitalisation Programme is

Andorra’s business digitalisation programme started in 2022 as part of the country’s digital strategy. The aim is simple: get Andorran SMEs using technology that is already standard across Europe, from a website that sells to artificial intelligence tools.

It is not a loan or a tax break. It is a direct grant covering part of the budget of each digital solution, capped by company size. The official information is on Andorra Digital’s PDE page.

When the 2027 call opens

There is no official date yet. What we do know is the pattern: the 2025 edition was presented on 10 March, and the 2026 edition was announced on 25 March and opened on 8 April, after the decree appeared in the BOPA on 1 April.

If that repeats, the 2027 call would be announced in March and open shortly after. Announcement to opening usually takes about two weeks, which is not enough time to audit your business, decide what to digitalise and get quotes. That is why the work happens now.

How much each company can get

These were the maximum amounts in 2026:

Company sizeMaximum grant
Micro-business€6,000
Small business€5,500
Medium-sized business€4,000
Large business€3,000

You don’t get the full amount just by asking. Each solution has a percentage: 30% to 50% for cross-sector solutions, which suit any business, and up to 30% for sector-specific ones aimed at retail, restaurants and professional firms.

An illustrative example: if a micro-business applies for a new website and an SEO campaign, both cross-sector, the Government covers a percentage of each budget up to a maximum of €6,000. That is why combining solutions is how you reach the cap.

What is covered

The catalogue changes every edition, but in 2026 it included:

What happened in the 2026 call

The closing figures show why you need to be ready:

  • 181 applications and 178 companies funded.
  • 368 digital solutions requested: two to three per company.
  • Artificial intelligence was the top request (85), followed by websites (70) and SEO/SEM (58).
  • 69% of the funding went to micro-businesses and 27% to small businesses.

Demand keeps rising: 39 applications in the first edition, 125 in 2024 and over 221 in 2025. In 2025 the €500,000 ran out in about two months; in 2026, in four.

How it works, step by step

  1. Digital maturity self-assessment. A free questionnaire on the Andorra Digital platform that measures where your business stands.
  2. Personalised advice. Optional and also subsidised: a digital transformation plan with priorities.
  3. Apply for solutions. With a quote from a provider in the official catalogue, broken down by solution.
  4. Delivery and proof of spend. The solution is implemented, invoiced and documented so the grant can be paid.

Five mistakes that leave companies out

  1. Waiting for the announcement to start. By opening day it is too late to audit and get quotes.
  2. Hiring or invoicing too early. Check the rules on whether costs before the application are eligible.
  3. Applying for one small solution. You stay far below the cap and only half-digitalise.
  4. Vague quotes. Each solution needs a clear scope, deliverables and price.
  5. Digitalising with no sales goal. A subsidised website that brings no customers gives you nothing back.

Is there a “Kit Digital” in Andorra?

Many people search for “Kit Digital Andorra” because they know the Spanish programme. It doesn’t exist under that name in Andorra: the equivalent is the PDE. The logic is similar, but the rules, amounts and catalogue are the Principality’s own.

How to prepare your project with AD700

At AD700 Management we work from Escaldes-Engordany in English, Catalan, Spanish and French. We help you decide what to digitalise first, prepare scope and budget per solution and deliver it: website, SEO, visibility in ChatGPT and other AI engines (GEO), AI agents and CRM. See real results in our case studies.

We are an official provider of the programme: AD700 Management is listed in Andorra Digital’s provider catalogue under the name Orgest, approved for websites, online shops, SEO/SEM, artificial intelligence, ERP/CRM, analytics, electronic payments, online booking and digital menus. That listing is what makes the work eligible for the grant.

What we don’t do is promise approval: the Government decides based on the rules and the budget. What we do is make sure you arrive on day one with everything ready, and that what you digitalise brings in customers.
